As I said ALL of American Masonry allowed it to happen.
The Shrine did a better job of indentifying itself with Masonry than the others.
As a Mason in the old system (at one time) when we marched in parades we would hear the general public on the sidewalks shout "here come the shriners" so most of the public's image is the two are one in the same the Shrine being first.

Who's to blame? Both the blue lodges for allowing their image to become vague and the shrine for implying all Masons are Shriners.
They both used it to benefit the other.

1. Blue Lodge just wanted the numbers to get more dues money.
2. Shriners just wanted to use the blue lodge to get members to pay their dues.

The Shrine should have never been allowed to coin itself as an appendant Body of Free-Masonry. They are not and never have been a system of "Higher Degrees" of Free-Masonry its a grown up Frat club period.

Many Blue Lodges are shrine mills. Who's to blame? The Lodge and the GL. All they want is more dues paying members to fill the coffers.
