The Conference of Grand Master's of North America claim each GL is sovereign and have jurisdictional rights per territory (state).

They meet to amke sure they are all in lock-step with each other. Each have the same policy, each considers eevryone not in their "club" as clandestine.

The AASRSJ works behind the curtains in the smoke filled rooms to control most of the GL's.
