All blue lodges in the province of Quebec open in 1st degree. My mother lodge in montreal always opens in 1st degree and except for very few times we never get to do any 3rd degree work. There are pros and cons on this. I feel that by opening in 3rd it brings in more mystic in the whole process and encourages the younger brethren in acceleratiing their masonic career. It also would help performing a near perfect work so we don't get embarrased in front of visitors from other provinces or states (sometimes oversees).
Openning in first degree is also very fun and gets everyone involved but unfortunately, most young brethren stop showing up as soon as they get raised to 3rd
